The people who want to get a flat or apartment under Naya Pakistan Housing Programme (NPHP) will have to pay 20% of the total cost as down payment. This was revealed by the leaders of ruling PTI in a press conference.
“Every person has to pay 20pc of the cost of the house. The remaining 80pc will be undertaken by the government,” said ruling Pakistan Tehreek-i-Insaf (PTI) leader Syed Firdous Shamim Naqvi at a joint press conference with Task Force on Housing chairman Zaigham Rizvi and Punjab Minister for Housing, Urban Development and Public Health Engineering Mehmood Ur Rashid.
“If the cost of the lowest category house/apartment is Rs3 million, the applicant will have to pay Rs600, 000 as down payment,” said thePTI leader Syed Firdous Naqvi. He further said that under the NPHP, 5m houses would be constructed — which means a million houses every year. “According to a survey, 300,000 to 350,000 houses are being built every year in the country and we have to increase that number to 1 (one) million,” he said.
This literally means that low income people will not be able to get a house under this program. Only those people who can pay couple of hundred thousand rupees as down payment can avail this facility. The poor and working people will be left out of this much talked about program to provide shelter and jobs.
This comes as a big surprise for many who were hoping to get a cheap flat under this program. This condition for the applicants that they will have to pay 20pc of the total cost as down payment will left out many for not having required amount to pay as down payment. No such announcement had been made by any government official or PTI leader since the programme was unveiled by the prime minister soon after taking office.
The senior PTI leaders said the NPHP was based on the mortgage housing system, under which the owner of the house would return the entire cost in 20 years. He said the government had prepared a comprehensive strategy for accomplishing the goal, adding that the government would provide people their own shelter, helping them gets rid of rental expenses.
The problem is when you apply for mortgage to a bank then you need documented proof of your monthly income and a secure job to repay the instalments in 20 years. Without having sound financial position and a secure income, it will not be possible for a low income person working in informal sector to provide such documents.
In many sectors of the economy including media, the workers don’t even get the contract letters as a proof of a secure and stable job. All such people who work in the informal sector will not qualify to get mortgage from the banks.
The government should include the flats and apartments for lower income groups on subsidized rates in the program. The housing authorities should arrange the initial cost of houses to facilitate the low income groups. The government needs to rethink its policy to provide shelter to low income groups of the society.
The government launched program in the first phase in Punjab, the project would be implemented in Sialkot, Faisalabad, Lodhran, Chiniot, Baha¬walna¬gar and Jhelum districts as well as Muzaffarabad in Azad Jammu and Kashmir. The Prime Minister Imran khan would launch the much anticipated housing project on the first day of January 2019.
